Add the chopped onion, bell pepper, and garlic to the skillet and sauté until the vegetables are tender, about 5 minutes.
Stir in the black beans, corn, diced tomatoes, chili powder, cumin, paprika, salt, and pepper. Cook for an additional 5 minutes.
In a large mixing bowl, combine the cooked rice with the beef and vegetable mixture. Stir until well combined.
Transfer the mixture to a greased 9x13-inch baking dish.
Sprinkle the shredded cheddar cheese evenly over the top, followed by the crushed tortilla chips.
Bake in the preheated oven for 25-30 minutes, or until the cheese is melted and bubbly.
Let cool for 5 minutes before serving.
