Preheat your oven to 375°F.
In a large bowl, combine the ground beef, garlic powder, onion powder, salt, and black pepper. Mix until well combined.
Take a small amount of the beef mixture (about 1 tablespoon) and flatten it in your palm. Place a teaspoon of shredded cheddar cheese in the center, then fold the beef around the cheese to form a ball. Repeat until all the beef mixture is used.
Open the can of biscuit dough and separate the biscuits. Flatten each biscuit into a circle about 4 inches in diameter.
Place a beef ball in the center of each biscuit, then fold the edges over and pinch to seal.
Place the sealed bombs seam-side down on a baking sheet lined with parchment paper.
In a small bowl, mix the melted butter and grated Parmesan cheese. Brush the mixture over the tops of the bombs.
Bake in the preheated oven for 15-20 minutes, or until golden brown.
Remove from the oven and let cool for a few minutes before serving. If desired, sprinkle with chopped parsley for garnish.
