Preheat the oven to 375°F (190°C) and line a baking sheet with parchment paper.
In a large skillet over medium heat, cook the ground beef until browned. Drain any excess fat.
In a mixing bowl, combine the cooked beef, crumbled bacon, cheddar cheese, cream cheese, garlic powder, onion powder, salt, and black pepper. Mix until well combined.
Unroll the crescent roll dough on a clean surface and separate it into triangles.
Place a generous spoonful of the beef mixture at the wide end of each triangle. Roll the dough up, starting from the wide end and rolling towards the point.
Place the roll-ups on the prepared baking sheet, seam side down. Brush the tops with melted butter.
Bake in the preheated oven for 12-15 minutes, or until golden brown.
Remove from the oven and let cool for a few minutes before serving. Garnish with chopped parsley if desired.
