- Slice the flank steak against the grain into thin strips. Toss with half the soy sauce, half the black pepper, and cornstarch. Marinate for 15 minutes.
 - Heat 1 tablespoon of vegetable oil over medium-high heat. Add the onions and bell peppers; stir-fry for 3–4 minutes until colorful and the onions are translucent. Remove and set aside.
 - Add the remaining vegetable oil to the skillet. Add the marinated steak in a single layer; sear for 1 minute. Flip and cook for an additional 2–3 minutes until browned.
 - Mix together remaining soy sauce, a splash of water, minced garlic, sugar (if using), and sesame oil. Pour over cooked steak and stir in the sautéed vegetables. Toss for about 2 minutes until sauce thickens slightly.
