Step-by-Step Instructions
  1. Slice the flank steak against the grain into thin strips. Toss with half the soy sauce, half the black pepper, and cornstarch. Marinate for 15 minutes.
  2. Heat 1 tablespoon of vegetable oil over medium-high heat. Add the onions and bell peppers; stir-fry for 3–4 minutes until colorful and the onions are translucent. Remove and set aside.
  3. Add the remaining vegetable oil to the skillet. Add the marinated steak in a single layer; sear for 1 minute. Flip and cook for an additional 2–3 minutes until browned.
  4. Mix together remaining soy sauce, a splash of water, minced garlic, sugar (if using), and sesame oil. Pour over cooked steak and stir in the sautéed vegetables. Toss for about 2 minutes until sauce thickens slightly.
