Preheat your oven to 400°F (200°C) and line a baking sheet with parchment paper.
Carefully remove the cabbage leaves and blanch them in boiling water for 2-3 minutes until slightly softened. Drain and set aside to cool.
In a large mixing bowl, combine the ground beef or turkey, cheddar cheese, breadcrumbs, onion, garlic, Worcestershire sauce, salt, black pepper, and paprika. Mix until well combined.
Take a blanched cabbage leaf and spoon a portion of the meat mixture onto the center. Fold the sides over the filling and roll it up tightly. Repeat with the remaining leaves and filling.
Place the cabbage burgers seam-side down on the prepared baking sheet. Brush the tops lightly with olive oil.
Bake in the preheated oven for 25-30 minutes, or until the burgers are cooked through and the tops are golden brown.
Remove from the oven and let cool for a few minutes before serving.
