Preheat your oven to 400°F (200°C) and line a baking sheet with parchment paper.
In a shallow bowl, combine flour, salt, pepper, garlic powder, onion powder, paprika, and cayenne pepper.
In another bowl, whisk the eggs.
In a third bowl, place the panko breadcrumbs.
Dredge each piece of chicken in the flour mixture, then dip it into the eggs, and finally coat it with panko breadcrumbs.
Place the coated chicken pieces on the prepared baking sheet.
Bake the chicken in the preheated oven for 20-25 minutes, or until golden brown and cooked through, flipping halfway through.
While the chicken is baking, prepare the orange sauce by combining orange juice, soy sauce, honey, rice vinegar, cornstarch, ginger, and sesame oil in a small saucepan over medium heat. Stir continuously until the sauce thickens, about 5-7 minutes.
Once the chicken is done baking, remove it from the oven and toss it in the orange sauce until well coated.
Serve the crispy baked orange chicken hot, garnished with sliced green onions and sesame seeds.
