In a large skillet, heat the olive oil over medium heat. Add the diced onion and cook until translucent, about 3-4 minutes.
Add the minced garlic and cook for an additional 1 minute until fragrant.
Increase the heat to medium-high and add the ground beef. Cook until browned, breaking it up with a spatula, about 5-7 minutes. Drain excess fat if necessary.
Stir in the diced red and green bell peppers, soy sauce, Worcestershire sauce, black pepper, paprika, and salt. Cook for another 5-6 minutes until the peppers are tender.
Serve the beef and pepper mixture over the cooked rice. Garnish with chopped green onions if desired.
